The Legacy Municipal Management District (“LMMD”) is a municipal management district formed by an act of the Texas Legislature in the passage of H.B. 5405 during the 88th Regular Legislative Session, and was established on June 13, 2023. The LMMD’s creation legislation is codified at Chapter 4008, Texas Special District Local Laws Code. LMMD's mission is to provide residents within the District and Webb County, Texas, with safe and reliable retail water and wastewater services, and to further provide for other improvement projects and services as authorized under Chapter 375, Texas Local Government Code.
